NRA summer campaign: 50 violations at 64 wholesale market sites, and not one fiscal device at the Women's Market

The National Revenue Agency (NRA) published the results of a targeted round of its summer control campaign on 22 August 2026. Teams from the Fiscal Control directorate carried out 64 inspections at the country's larger commodity exchanges, wholesale markets and open markets, including Ilientsi and the Women's Market in Sofia, and recorded 50 violations.

What they found

• 12 cases where no fiscal receipt was issued for a sale.
• 10 sites operating with no fiscal device at all.
• 8 traders where the cash in the drawer did not match the amounts recorded in the fiscal device.
• At the Women's Market, all seven inspected stalls had no fiscal device.

The basic violations carry fines of 500 to 2,000 euro. Where revenue was found to be unrecorded the sanction goes up to 10,000 euro, and Adrian Vasilev of the NRA reminded traders that on a repeat offence it doubles. The agency also has the power to seal a site for up to 30 days.

The wider campaign

This round sits inside a much larger effort. On 13 August the NRA and the Consumer Protection Commission reported 37,955 inspections over the past year under the Euro Adoption Act, resulting in 2,755 acts, 1,598 penalty decrees and around 3.26 million euro in fines. Fuel stations, grocers, parking operators, car washes, restaurants and markets were all covered, and 55 sites on the Black Sea coast, 40 around Burgas and 15 around Varna, were placed under direct surveillance for the summer.

The three findings, in order of how easy they are to fix

Working with small retailers, we see the same three failure modes the inspectors listed, and they are not equally hard to get right.

No device is a decision, not an accident. A registered fiscal device or an NRA-approved sales management system with a fiscal printer is the entry ticket for selling to the public in Bulgaria, and since 1 January 2026 it has to be configured for euro.

No receipt is usually a process failure at the till: the sale is rung up later, or not at all, because the queue is long. A POS that will not open the drawer or print a delivery note without a fiscal receipt removes the choice.

Cash discrepancy is the one that catches honest traders. The inspector compares the drawer with the fiscal device's daily report. Every float put in, every cash taken out for a supplier, every change run has to be recorded as a service cash movement on the device, or the drawer will not reconcile. Software that forces a cash-in or cash-out entry, and shows the expected drawer balance on screen, is what keeps a busy stall on the right side of this check.
